HERS: Title 24 Special Inspectors

To achieve compliance with the Standards, some buildings require third-party diagnostic testing or field verification of energy efficient systems or devices. The California Energy Commission established regulations to certify home energy rating services through a Home Energy Rating System (HERS). HERS ratings provide reliable information to differentiate the energy efficiency levels among California homes. Ratings also provide a guide to investing in cost-effective home energy efficiency measures. There are currently three certified HERS providers in California: California Home Energy Efficiency Rating System (CHEERS), California Certified Energy Rating and Testing Services (CalCERTS), and the California Building Performance Contractors Association (CBPCA). The videos in this module explain how HERS raters can help verify the quality installation of energy efficient measures in homes and help rate existing homes. The California Energy Commission has established regulations to certify home energy rating services through a Home Energy Rating System (HERS). In this video, Mark Alatorre from the California Energy Commission explains that HERS raters are considered special inspectors by the enforcement agency/building department. HERS ratings provide reliable information to differentiate the energy efficiency levels among California homes. HERS raters are hired by the builder, not the installing contractor, to satisfy conflict of interest policies established by the California Energy Commission.
